Some states keep very large portions of lottery sales to themselves, as evidenced by low payout rates. In fact, five states returned well under half of all lottery revenues during 2011. These included West Virginia (16.2 percent), Delaware (16.8 percent), South Dakota (19.3 percent), Oregon (24.9 percent), and Rhode Island (28.2). On the other extreme stands Massachusetts, one of the highest grossing lotteries in the union. It stood second only to New York despite its relatively small population size, at nearly $4.2 billion in sales for 2011 alone. This is no anomaly. “The bay state” consistently ranks above other states when it comes to generated revenues (Clotfelter and Cook 1989). Part of the reason sales do so well in Massachusetts is that payout rates stand at 76.8 percent. The players’ odds are so good it keeps a steady stream of ticket purchases pouring in.
